Mr. Sunil Mitra
Team Leader
Mr. Sunil Mitra - Former Secretary Finance and Revenue, Government of India belongs to the West Bengal cadre of Indian Administrative Service. He completed an Honours Course in Chemistry from Hans Raj College, University of Delhi and joined the Indian Administrative Service in 1975. He has 35 years of public service experience in diverse fields such as Industrial Development, Public Enterprise, Energy, Defence and Finance. He has held important posts in the centre and state. As Principal Secretary, Public Sector Enterprises and Principal Secretary, Power, Government of West Bengal, Mr. Mitra was responsible for major restructuring and reforms in the state. He pioneered the Exit Policy for PSUs in West Bengal in collaboration with DFID that took over eight years to change mindsets of various stakeholders. As Revenue Secretary to the Government of India, Mr. Mitra was responsible for the collection and development of India's tax administration, both direct and indirect, and implementation of drug laws AML/CFT regime etc. Within this sphere, he reported directly to the Finance Minister, Government of India, on all matters of country's revenue administration.
Ashwajit Singh

A Chartered Accountant, Company Secretary (Gold Medalist), and an alumnus of the London School of Economics, Mr. Ashwajit Singh has provided strong leadership and strategic direction to IPE Global since inception. An urban infrastructure finance specialist, Mr. Singh has also led many complex projects in over ten countries in Asia and Africa and brings an extensive thirty years of experience in areas of Corporate and Business Strategy, Efficiency Enhancement, Municipal Finance and Management, Policy Framework and Institutional Strengthening. He has worked extensively with various governments, international aid agencies and donors, and had been a former Chairman of the Public Administration and Management- Technical Advisory Panel (PAMNET) of the Africa Capacity Building Foundation (ACBF).
Himanshu Sikka
Strategic Partnerships Expert
Himanshu is involved in planning and implementation of business expansion and diversification strategy at IPE Global Limited.
He is a development planner by qualification and has worked with several international agencies including World Bank, DFID, USAID, UNICEF, ADB, The Global Fund and Cities Alliance. He brings with him experience of working in diverse geographic settings like India, Bangladesh, Nepal, Democratic Republic of Congo, Ethiopia, Kenya, Ghana and UK. His technical experience ranges from working at the grassroots levels to supporting national and provincial government in developing policies and large scale programmes. A team player with passion to learn and travel, he has keen interest in photography.
He holds a M.Sc. degree in Development and Planning from University College London, United Kingdom. He is a Shell Centenary Chevening Scholar and Otto Königsberger Scholar. At the undergraduate level, he has attained Bachelor’s in Planning from School of Planning and Architecture, New Delhi and was a gold medallist.
Daljeet Kaur
Senior Programme Manager
Daljeet has done a double Master's degree in Environment and Sustainable Development from University College of London (with a full Scholarship granted by Commonwealth Shared Scholarship Scheme (CSSS)) and Environmental Planning from School of Planning and
Architecture, New Delhi. Daljeet has worked as a qualified planner and an architect for more than seven years at various positions and roles. Daljeet also worked as an Environmental Planner on the "Support Programme for Urban Reforms" initiated by the Government of Bihar (2008-2014) in partnership with Department for International Development (DFID) U.K.
Over the years, Daljeet has gained extensive experience of liaising with urban local bodies, government authorities, NGOs and private organisations after independently working and managing different projects for various states in India, during my entire professional tenure. Recently, Daljeet worked as a Project Manager and Co-ordinator for the World Bank funded assignments-"Social and Environmental Assessment of Rural Water Supply and Sanitation in Assam and Jharkhand". During Daljeet’s tenure at IPE Global, Daljeet designed, developed and managed over 20 projects under Basic Services for Urban Poor and Integrated Housing and Slum Development Programme under JNNURM in 4 states (Uttar Pradesh, Jharkhand, Tamil Nadu and Andhra Pradesh) of India.
Anindita Roy
Monitoring & Evaluation Expert
Anindita has been working in the development sector for over 18 years on issues related to health, nutrition, gender and governance. She has been working with vulnerable and marginal population groups like street children working children, sex workers, industrial workers, miners, adolescents and women in both urban and rural context.
Her understanding of the community helps her to understand and work with national and state policies. She is trained in Qualitative Research, Formative Research (for BCC), process documentation, Behavioral Change Communication (BCC), participatory monitoring and evaluation and knowledge management. Her core deliverables have been in the areas of capacity building, evaluation, community processes and M&E frameworks.
She possesses a First class post-graduate degree in Sociology from the University of Calcutta and has the experience of working in the states of West Bengal, Bihar, Odisha and Jharkhand.
Shilpi Jain
Communications & Knowledge Dissemination Expert
A content and communications professional, Shilpi has been associated with the government department, international aid agencies and corporates. She has single-handedly managed the content for a sanitation portal where she played a key role in creating and cultivating new web content and ensured that sections of the site displayed relevant information. With nearly 20,000 content pages, today, the portal features among the top sites for someone looking for sanitation news.
A graduate in Economics Honours from the University of Delhi, Shilpi has worked in both the print and digital media formats and strives to integrate various tools and technologies in her initiatives as a key differentiator. As someone who loves to juggle her time between the online world and family, she continues to focus on how to create niche for the organisation in each of her assignments; enhance customer satisfaction and increase self-motivation.
Sudarshan
Contracts & Procurement Expert
Sudarshan is overall responsible for management of procurement process, due diligence, and contracts for the organization. He is also involved for client and partner management, financial
management, project management and operations for all projects. He oversees the development and implememntation of procedures for contract management and project, in
compliance with company policy.
Sudarshan is a seasoned professional and brings with him strong contracting, financial management and donor management skills. He also has rich experience base in terms of handling statutory and donor driven compliance aspects. In recent past few years he has held senior management positions in the area of procurement, contracting and operations across various key projects, which makes him a development sector specialist in his work domain.
Apart from development sector he has also has honor of working with some of the reputed organizations in commercial sector in India.
Sudarshan is a professionally qualified Master’s in Business Administration and also holds a Graduate Diploma in Public Procurement.
